What is the January 2017 estimated tax payment deadline? 1/16/17 or 1/17/17?

I'm seeing conflicting information from a variety of sources on when the January 2017 estimated tax payment is due. This Turbotax page has January 16 in the headline, but January 15 in the description. But January 16 is a federal holiday, so I'm thinking it's really January 17. What is right?

On or before January 17, 2017 is when the 4th quarter 2016 estimated taxes are due.
