What do i do when My box 18 is full but 19 and 20 are blank?

Ive searched everywhere online and cant find an answer. Is this a w-2 error?

What do i do when My box 18 is full but 19 and 20 are blank?

If there is no information in boxes 19 and 20, leave box 18 blank. If there was no withholdings the information is irrelevant.
