FYI - to anybody else who reads this thread.

I spent about an hour on the phone with a specialist. They had no solution for why my payment could not be authorized. 

So I went to taxaudit.com, logged in to my account, and purchased this year's audit defense there, credit card processed just fine, first time - but it cost me $49.99 instead of $45 which is what to would have cost via the Turbotax program. 

So that only left me with the State return, which I wanted to e-file for a cost of $20. Same error - can't authorize payment.  So the program gives an option to pay through a specialist and get a code back indicating it has been paid. The specialist took my billing address and credit card info, and on her computer - was also unable to charge my credit card - we tried more than one card too.

So the problem still exists - my guess is that it is some backend processing issue in turbotax the payment processor. 

Only solution is that I will have to paper file my State return. 

First time in 20+ years of using Turbotax that I've had a service failure like this. Life's not perfect, but we move on. I know they'll fix it. I otherwise love the product - always have, and we'll be back using it next year!

Have you tried updating or changing your billing address? If not I would check with your financial institution to verify what address they have on file for you. The address information must match exactly what is at the bank.

Please also be sure you are not using prefilled information saved by the browser and it isn't copy/pasting the information. Clear the fields completely and then re-type the information.

Thanks you for the suggestions. 

As I tried 3 different credit cards, which all use my same home address, I don't think the problem is not matching with the financial institution. 

I also already tried what you suggested, I re-entered my address from scratch, without any auto-fill. Other things I tried:
I re-entered my address on my draft tax return. 

I logged in to intuit and re-entered my address on the website. 

Restarted Turbotax

Restarted my Computer. 

 

There is one address related possibility which came to mind. My zip code spans 2 cities. When my street address is used, the city comes up correctly, but rarely, I have seen a zip code lookup fail and respond with the other city. That could then trigger an address mismatch. In general, making sure my address uses the USPS address solves that problem. However, just in case, I also tried changing the end of my street address between Drive and Dr (Dr is the USPS version) - also to no avail.

I am also having this same issue on April 1, 2 and 3, 2021.  I have spent three hours on the phone with two different specialists who cannot process my payment for my additional state income tax returns.  The agent cannot process it either.  Double checked address on the credit cards, restarted everything, cleared cache.  It's clearly a problem on Turbo Tax's end but there is no solution yet.

New York and California on a Mac desktop version of Home & Business, but that isn't the source of the problem.  The problem is with the payment mechanism.  The tech said that my address disappears when the payment is being processed and no matter how many times she inputted it, there was nothing that could be done.  Even giving them to me for free didn't work because of the process.

All, if you are having this problem, try using your spouse's credit card.  After hours on the phone and no credit card of mine working, restarting my computer, TurboTax, clearing cache and literally everything else mentioned above, I grabbed my husband's credit card and tried it.  It worked.  Inexplicable.

Use your spouse's credit card.  It works...Tubotax has to know this by now..it is not working for so many long time users.

from another user that finally worked for me :

 

"The problem is TurboTaxes Billing Address Verifier. There here is the weird trick to get passed it. In the address field put in "gibberish" just let your fingers touch random keys Do the same for your city. Your State and Your Zip code should be correct. Put in your credit card info in and process the payment. Hope this helps. "

Appreciate you trying to be helpful but seriously it STILL DOES NOT WORK! I have verified my address everywhere possible is the SAME as billing. My address matches everywhere and still won't process.
