Two different W2s with two different values in box 16, 17

I moved this year so I have two different W2s both from the same employer but from different states. However, the values in box 16 and 17  are not the same across each state's W2. Do I combine the values in box 16 and box 17 per W2 issued? Do I use the higher value?

Enter one W2 (I assume they both have the same EIN in box b?) and enter both states on the same W2 for boxes 15-20 on separate rows.  You can add another row.
