Did you already file federal? You can only have the fees deducted from a federal return.

Is your federal refund big enough to cover the federal and state fees plus the EXTRA $40 Refund Processing Service charge (45 in California)?

Yes I’ve already filed my federal taxes.

Then it's too late. As I said you can only have any fees (including state) deducted from a Federal refund.
