Turbotax not calculating 2022 CT tax penalty correctly (there should be none)

After completing my taxes, I owe the state of CT $20. On form CT-1040 line 27 is calculating a 10% penalty on the $20. My total taxes owed is $22. Taxes were taken out all year, so I am only short $20. I believe per form CT-2210 that if you owe less that $1000 there should be no penalty. I think Turbotax is making an error. I cannot even delete the $2 penalty. Will the software be corrected?
