Paying the TurboTax account fees does not file a tax return.
Did you e-file your state tax return and was it accepted?
You complete your tax return by finishing all 3 Steps in the File section. In Step 3, to e-file your tax return, you must click on the large Orange button labeled "Transmit my returns now".
After completing the File section and e-filing your tax return you will receive two emails from TurboTax. The first email when your tax return was transmitted and the second email when the tax return has either been accepted or rejected.
To check the status of an e-filed return, open up your desktop product or log into your TurboTax Online Account. You can find your status within the TurboTax product.
What is the status of the state tax return? If the status is anything other than Accepted the tax return was not e-filed. If you did not print and mail the state tax return then the return was never filed.
To access your current or prior year tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show. Click on the Year and Click on Download/print return (PDF)
A 2019 tax return can only be printed and mailed, it cannot be e-filed.
Print, sign, date and mail the state tax return to the state. Include with the mailed return any forms W-2 and 1099 which have taxes withheld. Go to your state department of revenue website for where to mail the state tax return.
There are no penalties for filing a tax return after the due date if filing for a tax refund or there are no taxes owed.
I followed all the steps to efile the state return. Why didn't turbotax file the return? Because of this mistake, I will not be able to receive the $335 extra credit grant my state provided to all parents. I filed and transmitted my state return, and turbotax made the mistake. How can I complain to them? Their online chat and phone numbers will not allow me to talk to a live human.

I have exhausted those options, and am constantly redirected to a robot, or the turbotax chat says that human support is not available, and has been saying that for the entire day. I have used twitter, and haven't gotten a response.

Try this -
Start a 2020 online tax return with the Free edition with the same User ID you used for the 2019 online tax return. The 2019 tax data should transfer to the 2020 return. The links in the left column should be active. Click on Upgrade. Then select Plus as your upgrade.
Once you have upgraded you can use the Help in the upper right corner of the online program screen. Click on Contact us

I had this exact same experience with my 2018 tax return. I completely finalized both federal and state, and I even got an email confirming I just had to wait for my state and federal returns to be accepted.
Only… my state taxes were never sent out. I owed a small amount, so I never even noticed it wasn’t withdrawn from my account. Now, in 2022, I just had over double my 2018 state tax bill taken out of my account by a lien. My state says they never received a return for that year. I got someone on the phone at TurboTax, and they couldn’t explain why it wasn’t sent. I was simply told “if you need to refile for 2018, we might be able to waive the fee to refile.” This, after costing me over $400 in fees and interest.
