You got the state software to prepare the CA return. If you want to e-file it there is a fee of $25. You can avoid the state e-file fee by printing and mailing the state return.
It depends on which software you purchased. One free state download is included with TurboTax Deluxe, Premier, and Home and Business. This means you can prepare and print unlimited returns for one state at no extra cost. There is an additional fee to e-file your state return. TurboTax Basic does not include a free state download.

The Tax Cut and Jobs Act of 2017 eliminated the ability to deduct federal and state tax preparation (I include the fee to e-file as part of that) for everyone except the self-employed.
