I completed my 2023 tax return on April 10, 2023 and paid the fee for it. I received an email telling me they had received the return. I even paid the IRS the money I owed as estimated by TT. Now I've gone into my account to start my 2024 return and realize they never filed 2023. I can't get through to a representative on the phone unless I pay $29 to get support help and I'm not paying $80 to download the desktop program in order to redo the taxes that they already have in their system. I've used TurboTax for years and this is the first time I've had an issue. How can I get through to someone who can help me without getting ripped off?

Paying your TurboTax fees did not file your tax return. Did you go all the way through the FILE section and click the big orange button that said "Transmit my returns now?" If you did not do that yourself, the return was never e-filed. The only way to file it now is by mail. You will need to print it, sign and date it in ink, and mail it in.
But you say that you owed tax due. What did you do to pay? Did you pay on the the IRS web site? Mail a check or money order? If you were having a direct debit that you were paying when you e-filed, that payment was not transmitted, and you also still owe the IRS.
Please explain how you paid.
I got on a payment plan through the IRS and made all the payments directly through them. My IRS account reflects all the payments.
No one in the user forum has access to your account or your information. We cannot tell what you did--or did not do--for that return. If the return was not e-filed successfully, then it can be filed by mail now. What does it say in your account? Does it say "accepted," "rejected," "printed," or "ready to mail?" If it says anything other than "accepted" then it was not filed unless you personally put it in an envelope and took it to a mailbox.
When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.

Note: If it says 'rejected," “Ready to Mail” or “Printed” that means YOU have to mail it yourself. TurboTax does not mail your tax return for you.
If you realize now that your return was not e-filed successfully, then you will need to file it by mail. E-filing is permanently closed for past year returns. You will need to print the return, sign and date it in ink, and mail it in.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
