Using Turbo Tax 2022 for estimating Taxes, seems pretty good except that form 8962, the Premium Tax Credit, I think is very wrong.
If you go above the 400% poverty line it seems TurboTax 2022 wants to tell you you have to pay back all the subsidies from the year. I think the cliff was eliminated 2 years ago and is still gone till 2025. Is this just a bug that you are going to fix? or was there a change of some kind in the tax code and we have to concern ourselves with that?

The reason for estimates is to reduce or eleminate the under withholding penalty even if you will owe on the tax return.
You must make quarterly estimated tax payments for the current tax year (or next year) if both of the following apply:
- 1. You expect to owe at least $1,000 in tax for the current tax year, after subtracting your withholding and credits.
- 2. You expect your withholding and credits to be less than the smaller of:
90% of the tax to be shown on your current year’s tax return, or
100% of the tax shown on your prior year’s tax return. (Your prior year tax return must cover all 12 months.)
So to avoid a penalty you just need to cover the amount in option 2 ... pay in 100% of the prior year tax liability which is a known figure and if you want pay in more so you owe less in April.
If you are trying to do some 2022 tax planning then use the fully operational 2021 downloaded version.
This is my mini version of a tutorial that should be in the downloaded program:
Forms Mode lets you view and make changes to your tax forms "behind the scenes."
If you're adventurous, you can even prepare your return in Forms Mode, but we don't recommend it. You may miss obscure credits and deductions you qualify for, and you may forget to report things that will come back and haunt you later.
Forms Mode is exclusively available in the TurboTax CD/Download software. It is not available in TurboTax Online.
If you want to play around with different figures and tax scenarios without affecting your original return you can ….
Once you have filed successfully … you can shut off the auto updater function and then save the return & .taxfile.
For Windows, up in the top menu, you can set the "Updater Preferences" to "Always Ask" or more commonly set to "I don't have an internet connection" (even if you do), and then you are not forced to update....and can manually force an update when you choose to do so. And then you can open the file(s) at any time with no forced upgrade.
But that's the Windows software.....not a MAC. For a MAC you cannot turn off the auto updater HOWEVER you can simply disconnect from the internet before opening the tax return.
It's always a good idea to make a backup copy of your tax data file, in case your original gets lost or corrupted. Here's how:
If you make changes to your original tax return file, repeat these steps to ensure your original and backup copies are in-synch.
AND save it as a PDF so you have access to a copy even if you don’t have the program still installed and operational :

In the forms mode ... double click or right click on a box on a form to data source it ... sadly it doesn't work on all boxes.
When you look at an onscreen tax form using Forms Mode, you might wonder why one figure is blue and the one next to it is red or black.
These colors indicate the source of that data.
Color | Meaning |
Blue | You entered this data, either in the interview or Forms Mode. |
Black | The program entered this data or calculated this amount. |
Red | This data has either been overridden or is invalid (for example, a ZIP code that doesn't exist). |
Red italics | You marked this amount as estimated. |
Black italics | The program calculated this amount from an amount you marked as estimated. |
Purple | This information has supporting details. |
Aquamarine | This data was transferred over from last year. |
Green | This data was imported from Quicken or QuickBooks. |
Yellow fields (Windows) | Yellow fields allow user input. Anything you enter here shows up in blue. |
PRIOR YEAR USE OF A SUPPORTING DETAILS WORKSHEET :
If you find you have a $0 in an entry field that cannot be changed … this issue is almost always one in which you used a "Supporting Details" (SD) sheet in that field in the prior year. What happens is that when you transfer in the prior year's data, the SD sheet is transferred too, but empty...and that causes the $0 to show up in many areas of the Step-by-Step mode interview....wherever the SD sheet was used before.
But when switching to Forms Mode, when you try to enter a $$ amount in a field where the SD sheet is attached, the SD sheet will pop up immediately, and you can either enter the $$ amount on that sheet, or delete the SD sheet entirely and avoid future issues (unless you really want the SD sheet)

The early releases of the software are just a rough draft. There will be a number of updates over the next month or two. According to the federal forms availability list, Form 8962 is currently expected to be available in TurboTax on January 19. (That date is subject to change.) Until it's officially available, it might not work correctly and cannot be relied on.
@david9821 - note that many forms state 'do not file' or have the red exclamation point (in forms view). That means the form is not final. the form will not be "officially" available until Jan 19. until it is 'officially' available, it is hard to call it a 'bug'.
I'm dealing with the same issue - I think it's as simple as TurboTax is not transferring the values from the 1095A form line 33a and line 33b to the form 8962 line 11. And, it doesn't seem that you can override these fields. Am I seeing this wrong, TurboTax can you fix this so I can estimate my taxes before the end of the year!?
8962 is there now, as I mentioned in a reply to the main post, I think the problem is TurboTax not transferring values from form 1095 line 33 to form 8962 line 11

Ok ... just be smarter than the program ... simply look at the form 1040 line 17 ( amount from Sch 2 line 2) and remove that amount from that line and then recalculate the bottom line.
Appreciate the engagement, yes I can be "smarter than the program" by not using it:)! Unfortunately what you suggest doesn't fix the problem, it's just removes the re-payment of the premium credit. What's needed is the calculation that one would get from 8962
Since the cliff was removed the form 8962 is basically useless and the repayment will not be required ... ignoring that form is what you need to do at this time until the form is fully functional in the program sometime in January. This is a valid workaround for estimation purposes.
Of course you can also use the 2021 program to do 2022 estimates ...

@pdxtony - form 8962 is not 'final' -
TT won't release the final version until Jan 19, so it the issue still exists at that time, then agree it is a bug.
Look at the upper right corner of the form. it specifically states in big red letters "DO NOT FILE" - that is because it is not finalized and anyone who uses it to file does so at their own risk.
Yes, I've been doing all that for years now. TurboTax is pretty good for that but you have to be organized. The problem is when the laws change and you rather need the new version, buts it's good you put all that procedure out there.
Ditto for me. Today's update (1/5/2023) does not fix it. I will wait for a fix.

For 8962 was available today (1/12) but there still seems to be "the cliff" affect. Anyone know how to resolve this?
The only thing we can do is wait for TurboTax to update their 2022 code to reflect the current law. This should be easy as it's already in their 2021 code.
