Ok, fine worked for you but not me ! Have a new HP ALL in ONE Computer Windows 10 System with 20H2 updates, no matter what I doing (Screen size up and down) just a blank Activation screen !
Like to ask which Model PC you using Desktop or Laptop ? Dell, HP ?

@deres80 - 2019 won't load on a WIndows 2H02 either - trust me, I am the one who first found this issue back in November and that is how I found it... bought a new computer with 2H02 and my 2019 version would not load.
2019-2020 have the activation requirement, prior versions do not.

The display problem with the blank or partially-blank activation screen can commonly be due to either scaling, screen resolution, or perhaps a combo of the two. I don't know why it's not working for you. Did you also adjust the scale in the Windows display settings? Be sure you have lowered the scale to 100%. A lot of people have the scale set to 125% and need to lower it to 100% for this purpose.
Then if resolution 800x600 didn't work, try 1024x768 if you haven't already. If that doesn't work, then try a slightly higher one. i.e., keep working up and see if you find an intermediate resolution that works.
Otherwise, here's how to speak to TurboTax Support. The more people who complain about it, perhaps it will incentivize them to work on it.

AFAIK, the Tech Support people don't tend to follow the forum. You'll almost never see a TurboTax technical person make a comment in this forum in any thread. IMHO, as part of their duties I think the tech support and developers should be forced to split up the week and each spend 2-3 hours each week answering forum technical questions.
I absolutely agree. What kind of management fails to make it mandatory for tech support people to be aware of the issues being raised by people in the users' forum? This is not the fault of the tech support workers, but of their management. I've been appalled at TurboTax's irresponsible and incompetent response to what is obviously a pervasive problem with their software.
It does very little good for users to commiserate with each other about this issue. How might we communicate directly with the company in order to let them know about our dissatisfaction?
Agreed! It seems very clear that TurboTax management has been completely negligent in responding to this showstopper bug since it was first raised in 2020. Most of "tax season" is now behind us, and they are still absent, leaving their clients to collectively waste untold hours of time. We are now on Intuit's forum, but they don't even seem to be monitoring it, and their tech support is not connecting the dots even with all of the calls on this issue. A massive fail!
There is an alternative. After years of using TT, this issue forced me to switch to Wealthsimple Tax, which I have delightfully found to be a superior solution, and it's free (pay by donation)! Rather than wasting more of your time trying to get TT working, consider switching and applying for a TT refund (link earlier in this thread).
I have an older system, with Win10 current. I installed but cannot get to the Activation screen, all I get are spinning dots. I have tried uninstall, hard PC shutdown, and re-install and I am stuck as before. Package was purchased retail in January and I had to go back to get the Activation code from the retailer.
Has this real problem been FIXED yet?

First, see if it can be resolved with these couple of tweaks since they are quick and easy to do. If unsuccessful after that, it may be an Internet connection problem, and we can tell you how to phone TurboTax Support for assistance.
Problems with the activation screen displaying may be related to either a scaling or screen resolution problem in your Windows settings.
In Windows 10 to get to the scaling and resolution settings click the Windows start button in lower left corner, then choose Settings (gear icon), then System, then Display. Or for a shortcut, you may be able to simply right-click on an empty area of the main Windows desktop monitor screen (not the TurboTax program screen) and in the popup menu choose "Display settings".
First try the scaling setting. In your Windows Settings do you have scale set to a higher value than the normal 100%? If so, change it back to 100%. Once the license code is entered and activated, you can later change your scaling setting back like it was.
If lowering the scaling to 100% didn't help, then it may be screen resolution. Try a lower screen resolution such as 800x600. If that doesn't work, then use a slightly higher one, 1024x768. If necessary, then a slightly higher one. Once you get the license activated, you can revert your resolution setting back like it was.
If those 2 tweaks didn't change anything, then it may be related to some Internet connection problem. We can tell you more or how to phone TurboTax Support.

Error Code 607:
This error occurs when the activation code is not entered in correctly or the code is invalid. Here are some instructions that can help resolve the issue:
If the problem persists, please phone TurboTax Customer Support for assistance. Costco cannot help you with a license activation problem. Costco would have to replace the product in order to get a new code, which they might or might not do. TurboTax Support should be able to furnish you a valid license code or figure out why yours isn't working.
