That's very little info to go on. By "app" are you referring to the desktop software (CD/download)?
The use of "download" above is confusing, so I'll assume you mean "install?"
If so, does it install OK, but there's a problem at the end of installation with the activation screen? Are you using the Mac version or the Windows version?
If you are using the Windows version, a missing, blank or partially-blank activation screen may be related to either a screen resolution or scaling problem in your Windows settings.
In Windows 10 to get to the scaling or resolution settings click the Windows start button in lower left corner, then choose Settings (gear icon), then System, then Display. Or for a shortcut, you may be able to simply right-click on an empty area of the main Windows desktop monitor screen (not the TurboTax program screen) and in the popup menu choose "Display settings".
First try the scaling setting. In your Windows Settings do you have scale set to a higher value than the normal 100%? If so, change it back to 100%. Once the license code is entered and activated, you can later change your scaling setting back like it was.
If lowering the scaling to 100% didn't help, then it may be screen resolution. Try a lower screen resolution such as 800x600. If that doesn't work, then try 1024x768. Once you get the license activated, you can revert your resolution setting back like it was.
Worked !!!

Great news! Good luck.
Please help. I have used license code four times and still cannot launch. Turbo Tax 2020
With the installation, changing my resolution to 800x600 worked. This is a really bizarre way to fix such a bothersome error. The exact same issue happened when I was done with my return and at the payment process where I was to enter my payment information. I changed resolution to 800x600, only this time, that solution only got me past 2 pages and the program kept getting stuck at the same part no matter what I did. I am using an HP Spectre 360x, which is a **bleep** good laptop. Luckily, I was able to reinstall the program and bring my returns file onto my Microsoft Surface Pro where everything ran smooth like butter. I also used the Surface Pro last year with no issues at all. I don’t know what else to say but to try and reinstall Turbo Tax 2020 onto an older computer. This Turbo Tax CD probably works best as a coaster.
Dropping to low-res worked! Thanks!

What happens after you enter the license code? Does it never activate and launch? In that case, it could be a server connection problem. Do you happen to use a VPN by any chance?
Why have you used the license code 4 times? Does it keep asking you to reactivate, or did it never activate in the first place?
Have you been unable to ever launch TurboTax 2020 at all? Or did it previously launch, then the next time you used it, began asking for the code again? If it previously launched, but now is asking for the code again, it could be due to a USB device (printer, thumb drive, external drive, etc.) that is now present that wasn't there during installation. Or perhaps the other way around--a USB device present during installation that isn't there now. That could cause TurboTax to think there's been a system change.
Another user also reported that in his case, it was due to an SD card.

You're welcome. Good luck.
None of these solutions have worked for me.
New HP 11th gen i5 purchased in March 2020. TurboTax purchased and downloaded today (April 2020). I get the dredded white activation screen. Resolution change doesn't help. I can hover the mouse and find the text box but I cannot click on it or paste.
Extremely unsatisfied with this. We have used this program since 2013 without issue.
Hello.
I have same Computer, same problem I'm not a programmer only observing the Turbo Tax Programmers left out the new Generations of the Computers. to fix now to late !
UPDATE!!
Ok. I reinstalled using the 800x600 resolution and I also changed the default browser from Chrome to Edge. That got me from the blank white activation screen to one with words and a text box. I still could not actually enter the code as the text box didn't respond to a left or right, single or double mouse click. Or anything else I tried.
BUT.... I googled THAT issue separately and came across a solution that actually worked, tho it is the dumbest thing.
Hover the test cursor over the test box and left click, nothing will happen, HOWEVER, carefully type the licence code blindly INCLUDING THE DASHES. It will look like nothing happened. Click the activate now button (it won't seem like anything happened) Voila. It activated for me at this point. This took me to the Register your product prompt.
There are not enough curse words for this process.
Zero stars.....would not recommend.
Changing the display resolution to 800 X 600 worked for me too.
Thank you!!
