It's doing it again this year. Turbo Tax download version won't accept any form of payment, at all.
Just got off the phone with the help agent, Jeremy, who said "We're working on it". When asked when the fix would be complete he said "Sometime before April 15"
Your software is GARBAGE. I've spent hours and hours inputting my information and now I can't file. You won't accept payment over the phone either.
I hate TurboTax. Warning to others: Don't use TurboTax - especially the Download Version.

Try disabling your main internet browsers pop up blocker before getting to the payment page.
The billing address on your credit card and the mailing address on your tax return have to match or you will get an error for paying with a credit card.
If they are not the same then change your mailing address to your billing address. Click on My Info on the left side of the screen. Edit you mailing address and Continue. Go back to the File section to make your payment.
After the payment has been approved, go back to My Info and change the address back to the original.
If you still experience the issue, please call Customer Service and tell them you have a "block payment issues, possibly due to billing or an invalid license" and the agent should be able to help you. Here is how you reach customer service: Turbo Tax Customer Service

Thanks for the reply, BUT, Turbo-Tax (download version) still doesn't work. I made the addresses match exactly and it still won't let me pay by credit card.
It also still won't let me pay by taking the payment out of my Federal Return.
This is very frustrating. Last time I called Customer Service they were useless.
By the way, just to document how useless the Customer Service desk was - they opened and CLOSED a ticket about this issue: "Your TurboTax Case [phone number removed] is Closed" . To be abundantly clear, this was despite my insistence that the issue was in no way, shape or form closed.
BTW that was NOT a phone number that was removed (like the post says it was). It was a ticket number. The ticket number was:

No, not yet. I called them before I posted here (and therefore before you suggested the terminology "block payment"). I will call them again, but I did tell them that the tool (TurboTax) would neither take my credit card nor would it allow me to deduct payment from my Federal Return. Yet, they closed the ticket anyway. In fact when I asked if I could get a ticket number, they told me they didn't have one.
Not great service. Not looking forward to calling them again.
I'm having the same trouble in January of 2025. Been trying for 2 evenings, but keep ending up on their "do-it-online" page. That's it for me. I'll slip over to Staples or Walmart tomorrow and pick up a key to proceed with my downloaded version.
