Transmit charge for both Federal and State return

Hi, 

I was charged the $69.00 to have my state return transmitted with the federal return. The state return could not be transmitted but my account was still charged the$69.00. Can you please credit this back to my account. Also will the state be notified by TurboTax that you were unable to transmit the return and you notified me that I will have to print it out and mail in, which will now be filed late.
