If I have to guess, you must be in a foreign country.
You must make sure you use a valid 10-digit USA phone number in both your Intuit Account settings and in your return.

I am have the same problem.
Can someone please tell me if there is an issue with TurboTax? I need to file my return asap and don't have time to run down the support folks. Just tell me what I need to do? And just so you know I was born and raised in USA.
