I have done my turbo tax and will owe both state and fed taxes. I have not finalized and filed yet. When I do file, do I pay the day I file, or do/can I file now and pay by 4/15? OR just wait to file early April

If you owe tax due, you have to pay it yourself by the filing deadline on April 15, 2025.
If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.
You can do any of the above. You can file and pay now. You can file now and pay by April 15th. Or you can wait until early April to file and pay at the same time. As long as you pay by April 15th, it is considered on time.
When you get to the end of TurboTax, if you want to file now and pay later, you will just select "pay by mail" or "send a check" You can then either send a paper check or you can pay online at the IRS website.
You also have the choice when filing to select a later date to have the payment come out of your account if you choose to pay through TurboTax when you file. TurboTax does NOT take the money out, instead the information is passed to the IRS for them to withdraw the money on the date you choose.
