I clicked on Help inside the software with my return open and just searched on "update" - go figure...all these hours and here is what worked for me, good luck. It won't let me copy the text, I am typing it in here.
First, set Turbo Tax to run as an adminstrator:
1. Right click on the TT icon and select Properties,
2. Select the Compatability tab.
3. Check the box Run this program as an adminstrator.
4. Select Apply, and then select OK.
Restart your computer in Selective Startup mode to allow the updater program to run properly.
Selective Startup
1. Simultaneously press Windows+R keys.
2. Type msconfig in the Open field and select OK.
3. General Tab - Selective Start, then clear the Load Startup Items checkbox.
4. Services Tab - select Hide All Microsoft Services checkbox and then select Disable All.
5. Select OK and you will see the Restart button soon.
6. Click on Turbo Tax after restart and that is when I finally got the NYS update.
Didn't you lose all your data when you uninstalled and then re-installed?
I did not lose anything when I uninstalled and reinstalled. That didn’t solve my problem though.

I tried Amy’s solution and it worked. I was able to get the update and successfully efiled my New York State return. Thanks, Amy! It is sad that TurboTax couldn’t provide this solution.
I ended up on the phone with support last night, they emailed me a link to download and install a version with all updates included. The transmission went off without a hitch, filed, accepted, and done!

I have been fighting with this for several days. I found this fix and got to step 8, and the latest State Updates finally downloaded and allowed me to eFile. The "TTStateCleanup.zip" file is what fixed it for me. I "removed" my state, and it caused TurboTax to re-download my state with the updates. I opened the program twice and it downloaded NY State updates each time (each update was different), and then I went to the efile section and was able to transmit my return. BTW, I found out that you CAN e file your Federal. You simply choose to e file Federal only, and it will go. It was the STATE return that was holding everything up. Then I went back and found this procedure, and was able to send my NYS return. Hope this helps everyone! See Below for how I got the NY state return to e-file:

I am getting the same problem with my Illinois state update except I cant even open it to start it. just keeps saying it needs to update so I do then says same thing when I click the start button. about 15 times now. Rebooted computer and restarted program several times as well. I cant even fill in the forms let alone file.. it even asked me to pay 39.99 on 2 seperate occasions for the state forms. I only file in one state and this is a new software that has not been used to file before. so frustrating....
I would try the solution I posted. It sounds"similar" to my issue. Both are State Tax related. I'm my case, I had the state installed, bit it would not allow me to e file because it said an update was avail first. I would click on on-line update, and it always said my s/w WAS up to date! I was pulling my hair out. I uninstalled and reinstalled the pgm several times and tried several fixes I read about to no avail. I feel your pain. This was pretty much my last try. It worked after 2 open and closes of the program, each time it downloaded a different state update. I used the "cleanup" tool in the instructions and when I reopened the TurboTax pgm, it immediately began downloading the State Return program and updates. Then it then stopped giving the error and allowed me to e file.
Same issues for me. I submitted my Fed return but can't submit my NY state return. Very frustrating and TURBOTAX customer help didn't have a clue how to fix it.
I even purchased NY state forms (was included with CD) again to try that but it didn't work.
