State of California rejected

State of California transmission continues to be rejected. I'm directed by Turbo Tax to check for errors but there aren't any according to Turbo Tax. My Fed tax transmission was accepted almost immediately.

How do I correct this apparent bug? Will there be an update to fix this problem? When?

I am retired and living in Germany so I don't have a state side address. I do have an American Credit Union that I use for all my banking. How can I pay Turbo Tax?
