Thank you spollock and Rharper2023! It was the eero Ad Blocking and Advanced Security. I turned those off in the eero app and the import worked. I have used both TurboTax and eero for many years and never had this problem before. I really appreciate you taking the time to let us know.
Thanks for the suggestions. I turned off Norton VPN, and I could immediately import documents!
Turning off VPN allowed the downloads to work. Sigh.
The VPN is Norton / Intuit's own VPN, so they should know about this. Sigh.

I turned off my EERO WiFi router Ad blocking per suggestions and was then able to download Vanguard 1099 forms without issue (I'm using TTax Premier on a Windows 10 desktop).

I'm having the same issue trying to download from Ameriprise. I am on the most recent release+ update of Turbo code.
Turning off VPN solved the import problem for me.
Still having Captcha error after a week of trying all solutions listed here. I have the desktop Home and Business and have used Windows 10, WIndows 11, different PC's, turned off ad blocker, firewall, virusprotection, even used Verizon hotspot instead of home router WIFI. Spent an hour on the phone with support with no additional a solutions. The tech assigned an investigation number and said I would receive email updates. He also said that it appears the issue has not risen to the level that they would devote enough resouces to resolve quickly. Also stated that the more complaints and investigations started as the tax season got going would elevate the issue. He was aware of the issue as he had received the same complaint from others.
Still encountering the problem with Vanguard Borkerage on Sunday morning, 2/2. Please let me know when it's fixed as I purchase TT solely because of it's ability to import my tax info from Vanguard.
Same here. So frustrating. I want a refund TurboTax. Your technical support is terrible.
Was encountering the error this morning, 2/2, but I rebooted my desktop Windows 11 PC and can now import forms from our Vanguard Brokerage account so it appears to be fixed.
Rebooted my Windows 11 desktop and am no longer having the problem.
For those with Eero routers. turning off advanced security and add blocking was all that I needed to do to fix the issue.
Looking at the post above mine, I went into my router and changed the filtering settings. I turned them all off and then TurboTax could connect. So there's some service they're using which is running afoul of family filtering software (in my case, the Ad Guard Family filter).
After a week of everything failing to get past the Captcha when trying to import from Vanguard, I started Windows 11 in safe mode with networking, then was able to import from Vanguard.
