Why is turbo trying to charge me twice for my state ?

Could it be the extra $40 Pay with Refund Service charge to take the fees out of a refund? Or does it think you need to do another state?

I filed my federal, ans reminder charges me 40 for my state , however I couldn’t file my state at the time , now I try to file my state they want me to pay again !!
