Why does it mean when my federal refund says ready to mail

I'm assuming you have filed your federal return electronically and have initiated Turbo Tax software program to check the status of the filed return.  This is an indication that the IRS has processed your return information and is waiting until early March to process your refund check.  Media information from IRS stated that tax returns with the earned income credit would be filed in early March.  Hope this helps

This means that you have chosen to print and mail your return to the IRS instead of e-filing. If you need to switch from mail to e-file see the source provided below.

I already received my federal refund so why does it say it’s ready to be mailed?

Did you e-file or mail in the original return?
