Massachusetts is not yet accepting returns. Many States are not ready to accept yet due to many forms not yet being finalized. The IRS is beginning to accept on February 12th and many states are following suit with this date. Here is a helpful link to information that lists by State for this year:
Some states require hard copy returns if there are certain conditions/forms. Alabama is one. Not sure about Massachusetts, but TT reminds me of the mail-in requirement every year.

You have until April 15, 2021 to e-File a MA Income Tax Return. You can e file your 2020 Massachusetts State Return forms along with your IRS Federal Tax Return until October 15, 2021, which is the MA filing deadline as well as the electronic filing deadline.
The MA Department of Revenue site already has the 2021 Resident Tax Return form finalized and available. Why is TurboTax saying the forms are not ready yet??

The state forms in the TurboTax program have to finalized and approved for e-filing and paper filing by the state before they are available.
