Two forms that pertain to energy-efficient vehicles are:
The IRS already release the forms yesterday 1/29. Turbotax just haven't incorporated it into its system.
If you are referring to form 8936 for qualified plug in vehicles, it will be available in TurboTax by February 2, 2020.
Just checked today and still not available.
It is Feb 3rd and still no sign of the now available form 8036 in TurboTax. Any ideas?

Why will TurboTax not have the form available until 2/12/2020?
When the forms become available from the IRS our programmers need to update our software and test the forms. The IRS posts the form available to print and mail. Programming and testing the form to e-file on the return takes longer.
As of Wednesday, February 5, IT IS STILL NOT AVAILABLE.
As mentioned before ... the availability dates are always subject to change ... new date for the 8936 is 2/12

I just saw in my notes that those credit for the 2017 return were delayed until 3/8/18 ... so things could be worse... patience will be required.
And now it's been delayed again to 02/20/2020, but it's already on IRS.gov.
Is there a way to manually manage this?
Why would I pay so much for TubroTax Home Business 2019 if Intuit is only going to delay my return?
Sorry but your only other choice is to file without that credit ... wait for the IRS to process that return and then amend the return to get that credit and wait 16+ weeks to get the rest of the refund. In light of this waiting another few days for things to be working properly is not a real hardship.
