Not a very helpful response. It's not the amount in question. Clearly, we can divide by 3. The question is how to properly disclose and account for it. Right now, if you check the box in TT stating that you took the disaster/covid distribution in 2020, you get an error message that says you are not able to proceed and to check back for updates. TurboTax isn't yet properly coded to allow you to correctly disclose that this is year 2 of a 3 year period to spread out the tax. Those of us to whom this applies are trying to accurately disclose and account for the situation. Software does not yet permit us to.
I can't know that.

My question pertains to the required form for COVID-19 related IRA withdrawals taken out in 2021. I didn't have one in 2020. Is the 8915-F form the correct one to use?

If you did not have a Covid-19 related withdrawal in 2020 then there is no need for you to use the Form 8915-F for that. When asked 'did you take a disaster distribution anytime between 2018 and 2020', just answer NO.
So there is STILL no form 8915-E for 2021 with turbo tax?

Form 8915-E was for reporting disaster distributions in 2020 only.
If you took a distribution in 2020 and elected to report it over three years, you will need Form 8915-F to report the second year distribution on your 2021 return.
Form 8915-F is scheduled for 03/31/2022.
If you took a disaster distribution in 2021 (but not in 2020), indicate in TurboTax that you did not take a disaster distribution in 2020. This will also be reported on Form 8915-F.

Does anyone know when 8915-E be update and available for 2021 tax year on Turbo Tax? This is the only form that is missing on our taxes before we can submit them.
Great news! The IRS created new Form 8915-F to replace Form 8915-E. This form will be used for anyone who chose to take a distribution from their retirement and spread the taxable amount over three years.
It was recently (maybe 10 days) taken out of draft and finalized. TurboTax has an available date of March 31, 2022. Continue to check the availability date by using the link provided.
When entering your 1099-R in TurboTax CD/Download, you’ll be asked Was this withdraw due to Covid-19? On the next screen, it should ask you Did you test positive for the coronavirus in 2020? However, some users are reporting they aren’t being asked that second question.

I answered no to the disaster distribution, and I have to wait for the 8915E-T. I am unable to determine why I need this form. Completing this form that I don't think that I need is the only thing between me and my refund.

There is no 8915-E for tax year 2021. That form was only used in tax year 2020 and no other.
You do not need this form since it does not exist for tax year 2021.

See if the Form 8915-E is available to be deleted.
Click on Tax Tools on the left side of the program screen
Click on Tools
Click on Delete a form
If the form is not available to be deleted contact TurboTax support for assistance in removing the form
