You will not see the Form 8915-E. It is used when you answer the Covid-19 questions after entering your Form 1099-R.
yea im trying to file online on my laptop and I dont know where to go or if the form 8915E is even available i ask the "turbo tax experts" and they dont know either
Go into your 1099-R and go through the questions again. The questions about COVID distributions are now there.
Just fill out your 1099R and when it ask click it was related to Covid-19
I went in and edited my 1099-r today and the form didn’t pop up. I’m doing online. I was told by TurboTax that you have to file and pay your Trubo Tax and then the form pops up and you print and mail. You can’t efile. But I haven’t tried it yet

You should get the COVID question.
What code is on box 7 on yiur 1099-R? There seems to be a bug in the online versions that do not ask the question for a box 7 code "B".
The whole company is lost and confused. No coordination or communication. Using the below, the mailing statement is incorrect :

If you search for 8915-E it says available and can be e-filed. It is indeed available but not functional. Once you hit State taxes you will still face issues.
Online version still is bugged as of Friday afternoon.
I have deleted and reentered by 1099-R and answered all the Covid questions about 10 times. The glitch is not fixed.
No matter what you do, TurboTax thinks you owe tax on the entire amount you withdrew from your retirement plan.
Even if you say you already paid back the entire amount you withdrew, TurboTax still says you owe tax on the full withdrawal. You should owe ZERO tax in the scenario.
Hopefully TurboTax is aware of this bug. If anyone has knowledge that they are working on it, let me know.

You either need to delete the Form 1099-R or clear your return and start over.
I just went through the exercise of entering a Form 1099-R for a non-IRA retirement plan withdrawal. Entered that this was from a qualified plan. Did not get payments on a regular basis. Selected that the withdrawal was due to Covid-19. All the distribution was due to Covid-19. Selected that all the distribution was paid back.
Selected to pay tax for entire distribution in 2020.
Checked the Form 1040. The distribution amount was entered on Line 5a. The taxable amount of 0 (zero) was entered on Line 5b.
What are you entering and what code is in box 7? IRA or non-IRA?
As I said, I've deleted the 1099-R many times. I have not tried clearing the return and starting over. That is about 6 hours of work for me (very complicated taxes), so I'd rather not have to do that if possible.

But then, no matter which option I select (Repaid all, repaid part, repaid none) it doesn't change the amount of tax due. Whether I say that I want to pay all the tax this year or none of the tax this year, it doesn't chance the amount of tax due.

It will not decrease the taxable amount of the distribution, only the additional 10% early distribution penalty.
Is there an amount on the 1040 Schedule 2 line 6?
