You saw a summary that netted out the difference between the state refund you would receive and the amount you owed to the IRS. Your state did not pay the IRS for you. You were supposed to do that yourself. If you did not pay the federal tax owed, now you owe it with interest as well.
If you did not receive your state refund, you will need to find out from the state what happened to the 2023 refund.
At the end Turbo Tax just shows you the net federal and state combined. But that is only for your info. You will still get the full refund and you need to pay a tax due.
For what year? Did you pay the 2072 to federal? If the IRS changed or adjusted your return they will send a letter explaining. Did they interest and penalties if you didn’t pay it?
You have to ask the state about your refund.
What you saw on the TurboTax Tax Home website was just a mathematical calculation of the taxes owed and the tax refund, nothing else.
You still had to pay the federal taxes owed as you indicated in the File section on Step 2 when you have taxes owed you Must indicate how you are going to pay what you owe. If you did not pay the federal taxes owed back in 2024, that is why the IRS sent you a bill which includes penalties and interest.
No the IRS did not take the state tax return.

Did you e-file your state tax return and was it accepted?
You complete your tax return by finishing all 3 Steps in the File section. In Step 3, to e-file your tax return, you must click on the large button labeled "Transmit my returns now".
After completing the File section and e-filing your tax return you will receive two emails from TurboTax. The first email when your tax return was transmitted and the second email when the tax return has either been accepted or rejected.
Note - Once a tax return has been Accepted by the IRS or a State, TurboTax receives no further information concerning the tax return or the status of any tax refund. Only the taxpayer listed on the tax return can obtain the status of a tax refund or a tax return.
To check the status of an e-filed return, open up your desktop product or log into your TurboTax Online Account. You can find your status within the TurboTax product.
