Call the IRS: 1-800-829-1040 hours 7 AM - 7 PM local time Monday-Friday
When calling the IRS do NOT choose the first option re: "Refund", or it will send you to an automated phone line.
So after first choosing your language, then do NOT choose Option 1 (refund info). Choose option 2 for "personal income tax" instead.
Then press 1 for "form, tax history, or payment".
Then press 3 "for all other questions."
Then press 2 "for all other questions."
- When it asks you to enter your SSN or EIN to access your account information, don't enter anything.
- After it asks twice, you will get another menu.
Then press 2 for personal or individual tax questions.
It should then transfer you to an agent.

Then press 4 "for all other questions."

Then press 2 "for all other questions."  It should then transfer you to an agent.

I ACTUALLY got through to a human being. You can't use the 1040 number, all you'll get is "due to excessively high call volume, your call cannot be completed ...." Use 1-800-829-0115. Then, press 1 for English (assuming you understand English), then press 2 (unless you received by mail one of the letters they list, in which case you press 1) and then it will ask for your social. After entering your social, confirm it is correct by pressing 1, then you'll hear seven topics. Press 1 again, to "set up a payment plan." Even if that's not why you're calling, press 1 anyway. There was a 15-30 minute wait when I called. It took 25 minutes, then a human answered, and resolved my issue. So again, call 1-800-829-0115, press 1, 2, enter social, press 1, 1. Good luck!

Have you gotten your refund. I went through the same thing. I had filed my return on Feb 27 and my 45 days of waiting was yestersday, so now they have sented a electronic memo to release my refund  ASAP. Call 8008290922. It's there direct line. It's a 15 minute wait but trust me they will help you and request your money
