If you received no taxable income of any kind in 2022 there is no reason to file a 2022 tax return.
What if the individual has social security or erap or something else that may be considered income etc?
You do not need to file a return if you only have social security and public assistance.
Just to be clear did you mean even if the taxpayer received erap as a landlord (the taxpayer is not the tenant).

It is taxable income to the landlord.
