This is a longstanding problem affecting returns that will not be e-filed through TurboTax.
The NM PIT-1 form for filing a personal income tax return has a place at the end to enter state-issued ID information such as a driver's license. However. the preparation of this return in TurboTax does not offer entry of this data, nor does it pick this up from the Personal Information Worksheet in the federal return even when it has already been entered there.
Instead, TT automatically fills in "NONE" in the "Driver's License/State ID Number" field at the end of the PIT-1 form, and does not permit this to be edited.
This action by TurboTax is in violation of the New Mexico Taxation & Revenue Department's instructions for the PIT-1 form, which state:
"If you do not have a state issued driver’s license or state issued identification card, write NONE in this field. If you do not wish to provide a state issued driver’s license or state issued identification card, write DECLINED in this field."
I *do* have a driver's license, therefore the answer "NONE" is false information.
At no time during preparation does TT ask about state-issued ID numbers, so it is wrong to assume that NONE applies. The only such opportunity is during the steps to e-file *through TurboTax*, which will not be used in this case.
Please fix TurboTax for NM State so that it *asks* whether the taxpayer has a relevant state-issued ID, and if so, whether they wish to provide the information. If Intuit is not willing to do this, or prefers not to include the ID number directly in the electronic file, at least leave this field empty and remind the user to fill it in. (It's right next to the signature box that will have to be signed anyway.) As it is now, the software forces most taxpayers to include a known-false answer.

Cross out NONE and write in DECLINED.
Since I'd rather not have my tax return marked up with corrections, what I have actually been doing is saving the PDF, using Adobe Reader to "white out" the "NONE", and then, because I'd like to provide it, put in a text box with the ID number in the right spot before printing the form.
Seriously, though, these are workarounds. They don't *fix* the problem. Paying customers shouldn't have to compensate for the program's errors by manually changing the result - especially not when it comes to income tax returns. It should be possible to provide this information during preparation in TurboTax, not just when e-filing. At the *very least*, the program should not fill in an assumed answer that's going to be wrong for the vast majority of taxpayers. It's sold as tax-preparation software; it needs to follow the state's tax-preparation requirements.
This problem is continuing into NM 2022 PIT-1 form. That makes it problematic for electronic filing. Any attempts to fix this problem?
