TurboTax Business has double checked my return and says, all good. Says needs a little more information, asks me one data entry then repeats the process over and over?

Says, "But before you e-file, we need a little bit more information that we didn't need earlier. However, it doesn't ask me any questions but goes through a bunch of pages not asking any specifics except for what was end of year assets, which I fill in. Then it says ok looks ready to file. When I hit submit, it starts that whole process over, What the? At this point I just want to file.

*If you want the fix without reading the rant scroll to the last paragraph. If after doing all this and you feel like you might have screwed something up just close out the program without saving the file, when you open it back up again next time it should be back the way it was before you started messing with things.

Ok, so I'm in the same boat. I get stuck on the transmit loop and have really worked through this issue. I've talked to a few TT associates and been escalated to the IT department and equivalent with the same response that many of you have received which is, to Print and Mail. Do not let them tell you that the Form 568 cannot be e-filed. California's Franchise Tax Board (FTB) says that it can. https://www.ftb.ca.gov/tax-pros/efile/efile-for-business.html#:~:text=Accepted%20forms,Income%20Tax%...)

That you need to mail it in, is not a very good answer but, it is one work around for the time being while they continue to work out this problem. I've also heard from some associates that the elevated help is trying to say that this is not a TurboTax issue...Indeed it is their issue. After dealing with this for a few weeks I've dug deep enough to give more information than I get from most of the help. Some things to note:

1) Start utilizing the Forms tab in the upper right corner of the TT Program in the blue header. The pane on the left will show all the forms your using, the first half will show the Federal Return and as you scroll down you will see the State Return and associated forms. Within a form you can right click on most data inputs and choose options to see where it gets that information from or some form of "About" info. Also, it will allow you to Overwrite some data (Be very careful of using this as it can screw up data elsewhere).
Scrolling down to the State Return, all of us in the "Submit Loop" issue, should see a Red Exclamation Mark (These exclamations keep you from e-filing) next to Form 568 pg 1-4, which is were Line G happens to be found. From there you should be able to input the amount for Line G. When you input the amount and hit enter, the Red Exclamation goes away. Yeah, right? Wrong. If you try to go back to "Step by Step" (upper right hand corner where you found Forms) to transmit and file your return, the data will erase again as it has in the past. In-fact I took the time to know that the data erases when you continue from the screen where you check the boxes to mail or e-file the Federal and State Returns.

2) If you look for the Source data in the forms for Line G, it draws it's data from (Schedule L line 14), from the Federal Return side. The Schedule L is created when you complete the Balance Sheet section on the Federal Return side. Like for many of you, this isn't helpful as I don't have to create a Balance Sheet for my business so no Schedule L (Requirements for needing to create a Balance Sheet: Business make $250k+ or have $1Mil+ in Assets). With no Schedule L won't transmit the data over to Line G on the 568.

This however, gives no reasoning to why when we force the data into Line G, whether through the step by step or through the forms section in a direct input, it disappears when you go to transmit and file the return or when the loop keeps repeating after you have input the data a hundred times.


Anyway, that was my rant, here is the current Fix to e-file (you might not like it).

Go back into the Federal Return, go to the Balance Sheet and select to complete the Balance Sheet.
I chose to do "Quick Entry" instead of the Guide Me (I started by going through Guide me and felt like I could screw more things up than to help). The Quick Entry was easy and automatically brought up my Assets, Liabilities and any Depreciation from Prior and Current years and pretty much was correct off the bat so all I had to do was to hit continue and say things in my books look correct (you may need to adjust if you need to but hopefully you won't have to). Once the Balance Sheet says it's balanced, this should fix Question G. Now click on forms in the upper right corner. Scroll down to your State Return and see if there are any Red Exclamation Marks. If there aren't any you should be good to file finally!
If there are Red Exclamations you still need to correct the issues. I had a new one that showed up on the 568 pg 5-6 where my California Taxable amount was now off by $252 after creating the Balance Sheet; this however was another TT issue as this was $252 of California Adjustments that were showing up in TT elsewhere but, where not showing up on this form, Luckily when I added the missing $252 on this form and labeled it "California Adjustments" it stays and doesn't disappear like our old friend Question G. Once that was corrected and I went back to forms and all Red Exclamation marks are gone, I was able to go and E-File. Good Luck to all of you, I know this was a pain in the a$$.


This method in no way releases TT from finding a correct path to fixing this problem for those of us that shouldn't have to complete a Balance Sheet.

Are you actually using TurboTax Business? Which type of return are you preparing?

I am using TurboTax Business. 

I am not using Turbotax Home&Business.

 

On the federal return side of things... due to the business being below the income ($250K+) and capital requirements ($1Mil+), we are not required to provide a Balance Sheet (As per Turbotax walkthrough).

However, it seems like the hold up comes from the California return where it does this extra reveiw when I go to submit and it walks me to the question of "Assets at the end of the Year" Which I input the actual value. continue on the process and finish. When I go to submit my return for filing it walks me right back into the same review and has deleted my answer. I went to the forms and submitted it there and saved the file, opened the program again with any updates, checked in the forms to make sure the data was still there, go to submit my return for filing and it stops me and walks me through the review again where it has erased the data yet again. 

I searched for where the source was coming from and it said Schedule L (Which comes from the Federal Return) I go to search for schedule L... I don't have a schedule L...why don't I have a schedule L? Oh, a schedule L is created after you create the Balance Sheet which we are not required to create! 

This still does not answer the problem of why I can't input the data directly into the forms and or the walk through and not have it erase, it isn't even conflicting with any data  (because there is no Schedule L to pull that data from), so it's not even an override.

If that is, in fact, the case then you might want to contact Support.

I called support and 2 lady's have helped me walk through a lot of this and we were able to trouble shot down to the main cause but there is deeper programing issues here. It is in fact when I go to transmit and e-file for California, on that the data disappears. More specifically on the page where it askes if I want to e-file or mail and it has both  the federal and the state showing with boxes to check next to them which way I would like to file. As soon as I click to e-file state and continue from that page is when the data gets erased (I did each page and then checked in forms to see when the data actually disappeared). The last associate I talked with helped me submit the issue up to a higher tier of IT support....

....Which I got a response back today from them and it is horribly UN-ACCEPTABLE! They did not even look into any of the problems other then to find something that says the 568 can't be e-filed (which they are wrong about) me a hyperlink to show me, only, they didn't look far enough into the link which would tell them that they are wrong.

 

Here was my response:

This is not even close to a satisfactory, There are so many issues here that need to be resolved not just for me but for others and for the program. 
1) Why is the data that I am inputting into the cell keep deleting (whether I go through the walk through or if going directly into the forms and inputting it)?
It doesn't even need an "override" when I input because, the source (schedule L) that it draws from isn't required for our business and doesn't exist in our Federal Return. 
2) Why is it trying to draw from a form (schedule L, which is created when you make a Balance Sheet on the Federal Side)?  We are not required to make create a Balance Sheet according to the Federal rules and according to the TurboTax Walk through (our income was not $250K+ and our Assets were not over $1Mil, which was the requirement for creating a Balance Sheet)
3) This is the biggest one....the hyperlink you sent me does show that many 568 forms can be transmitted via e-file. I assume that you saw the first 568 form which says e-file unsupported but this is merely a supplemental form: 
Schedule K-1 (568), California Supplemental Business Expenses Worksheet                      unsupported
This however, is not the 568 Return, if you look farther down the page from the link you sent me, you will see many more 568's that say e-file IS supported
 
The 568 is the Tax Return for LLC's and Partnerships in California, it is, and has always been available for e-file. Here is a link for you from the Franchise Tax Board (the tax authority for California): which states that 568s can be e-filed e-file for Business | FTB.ca.gov

With this email that you have sent me you are basically trying to tell me that anyone with an LLC or Partnership is not able to E-file in California...Come on, even you can't believe that to be true; that millions of businesses in California cannot e-file?
You have a problem within your program that is blocking my business from filing! Please look into it further. I'm sure I am not the only one with this problem!
 
How un-fortunate for me that the email address they sent this from does not accept incoming emails so my email got kicked back to me.  So at least it will be posted here.

A letter would be your better option as it may be read has a chance to get some results.
