Do you have a link for TTCleanStates_TY21.zip? The current issue is no azi_21 folder AFTER trying to download AZ state.
I ran TTCleanStates_TY20.zip and it deleted the azi_20 folder.
After installing, uninstalling, rebooting and re-installing TT 3 times, I tried something different.
1. I performed a system restore from a point before the TT install.
2. I installed 2021 TT Premier as administrator and exited without starting TT.
3. I re-started TT as administrator and let it update, then exited again.
4. Re-started TT as administrator, started a NEW return and did NOT import last years info.
5. Skipped to the state return and saw my AZ state was already there. Clicked on start state return and it worked!!
Hope this works for others. This is the first year I've had this issue and the first year I used the online download for NewEgg TurboTax Premier. Normally I get the retail CD.
I have finished my federal taxes and when I go to purchase VA state retrun it gets to the billing section and gives me the "rotating circle" and doesn't go any further. I would to finish them. Help!
If using TurboTax Online, please try logging completely out of the TurboTax website, then clear your browser's cache and delete cookies. A full or corrupted cache can keep TurboTax from functioning properly. If that doesn't work, try a different browser.

I was glad to find this discussion thread. I had been battling TurboTax 2021 Deluxe with updates not working, state download issues, etc. I have never had problems with TT before this year.
I downloaded the TT state fix and it cleared up my issues. Just finished submitting my returns online. Thanks so much to all the help on this thread. And I seriously hope that TT does a better job on the next year version.
I had this problem today. I called TT support and the rep walked me through the fix:
1. She had me log into my account online and see that the download button is still visible so that I would be able to download it again. (Probably then logged out - can't remember.)
2. close down the TT desktop program
3. uninstall TT
3. turn off my firewall
4. download TT again, then click the .exe file to install
5. navigate to dektop, click icon to open TT
6. Working (Can click on the state tab and it works)
7. Turn firewall back on
Uhm... This is absolutely ridiculous!!! @Turbotax - where is the fix for this???? We're at April 10 and you haven't resolved this issue - AFTER you charged me $45 for each additional state!? Come on - this is NOT ok
