No, it is normally not required to send birth certificates for your children. However, if questioned by the IRS as to whether or not you can claim them, they may require some proof of your eligibility to claim them.
If for some reason you need to attach a birth certificate to your return you will have to mail them. Attachments cannot be added to e-file.

To get another social security card you need to go to a Social Security office. There should be one in most cities.
To get a birth certificate you need to go or write the County Records dept where you were born.
