"The information you have entered does not match our records. Please try again."

The IRS is not accepting the address from my tax return for 2019 (same as 2018) in the stimulus payment application. I have a foreign address and have used the same address on my tax returns for 2017, 2018, 2019. I have not received any tax refund since 2017 so I have not put bank details on my tax return.

It sounds like the IRS system is not set up to recognize the foreign address.

Unfortunately the Where's my Payment tool is the only way to update payment information.  If you are unable to access the system, there is no alternative offered at this time.

The IRS will mail a check to the address on your return - and they will mail to a foreign address, but you can expect it may take a little longer to reach you.
