If you want to e-file your federal tax return now then change how you file the NC state return. This assumes that all of the forms and schedules included in your federal tax return are available for e-filing.
If using the TurboTax online editions click on File on the left side of the online program screen. On Step 3 of the File section click on Start or Revisit. Select the button File by Mail. Then change the filing status of the state return.
After the federal return is e-filed and accepted by the IRS you can e-file the state return when it is available for e-filing. Just use the same procedure and change the state return back to e-filing.

Also in NC and I’m having the same issue, it is 2/16/2022. Is this still TurboTax issue, IRS, or something that I have done incorrectly?

I'm having the same issue
Everyone: @DoninGA has made numerous posts explaining how to get around this issue if you wish to go ahead and e-file your federal return.
TurboTax has now published an article regarding this issue. I'm linking this article below. Please read it for important information and for the option to sign up to be notified by email with updates. The NC forms should be available on 2/24/22.

None of that works, at all. I even tried deleting my NC return it restarted over and the same result. Turbo tax said it checked everything and I was ready to file. Big lie! I shouldn't have to manually check for forms or do what the turbo tax rep said, clear everything and start over
I did all of that more than once. I have 2 hours on the phone with turbo tax repeating the same things
My goodness! You should be able to "skip state" and e-file only your federal return. Use the instructions in the TurboTax FAQ I'm linking below. PLEASE NOTE that your federal return must be accepted by the IRS before you can file your state return.

I delete it, hit ok and starts the state over. I even tried to delete the forms one by one
When I tried to e-file Federal and State (MD) at the same time, this box prevented both. I then e-filed Federal first, and got this same message when I tried to just e-file my MD return.
