Some states like MA and NY require a manual patch to work correctly:
BIG FAIL Intuit. Haven't had such issue since your 2004 version of turbo tax fiasco with installation/licensing issue. But you managed to do it again in 2019. version. I have no state return since FL resident and wasted hours into this by applying update and uninstalls and reinstalls can not submit my federal return! Update say software is up to date, but efile wont submit until I update!!!!!!!!!!!!!!
Has Turbo Tax fixed the update loop with Massachusetts filings? None of the suggested trouble shooting methods have worked (update/restart/re-install).
Here is the latest on the MA update loop. If that doesn't work here are some other suggestions.
Colorado state still broken a week later. I fired up my Turbo Tax Deluxe 2019 this morning and an update dialog popped up. I was hopeful. It updated Federal Tax Forms, Program Updates, and it said State Prep. Upon restarting, and going through the multiple button clicks to get back to E-file my state return, I received the same maddening dialog that there's still a required update. Online "Check for Updates" says I'm again up to date.
Online->View Installed Updates->Updates Currently Installed shows Colorado (Released 1/2/2020) Automated Patch Pushing. It does show me new AZ updates release 2/6 and 2/19. I had AZ from a few years ago for my son but no longer use it.
Online->View Installed Updates->Detailed Update History shows that it installed Arizona state. I guess those lucky AZ people might be working now? Colorado is STILL BROKEN. Please fix!
After spending a couple hours trying suggestions posted on the Internet, and spending approximately another two hours on two phone calls to TurboTax reps (who were very caring and cordial) . . Intuit refunded my $19.99 State E-filing fee.
Subsequently, I learned that the State of Kansas has a website called KS Web File that enables FREE e-filing.

It took me about 20 minutes to complete the forms. All is well.

It may be as simple as your State is not yet prepared to accept e-filing. Try only filing the Federal return and see what happens.
After trying to fix my state update in spending about 12 hours of nighttime I got a call back from TurboTax advisor and she had me upload the state download in an email third on my desktop I opened it downloaded it to my software and then and only then was I able to open my state of Illinois portion of my tax return completed and then file it without any other issues except I had already filed my federal return so it was a little confusing because the software wanted to file my federal and state at the same time electronically so I had to go back and deselect the federal portion that I had already filed electronically previously I have been working on this since January 29th just finally filed my state return on February 23rd
Same issue with MA. I finally figured it out through reading this forum, thank you, to simply e-file Fed separately from State. Stuck in another annoying loop in online customer support. Still have not solved MA state problem despite finally reaching a person from Intuit (downloading new MA state froze my computer). Will print and mail state tax form instead. Beyond frustrating.
We do apologize for the issue that you continue to experience. Please click What is the TurboTax phone number and choose the version of TurboTax that you are using to connect with the correct agent. Let the agent know that you are having problems with a known issue and that you need for them to first push the federal download and then the state download.
So I am in Colorado. I tried to just do the federal and it didn't work for me.

Fired up Turbo Tax 2019 dlx again this morning (Sat 2/29/2020). Received updates for Federal forms. Online-Check for updates confirms I'm up-to-date. Went through the flow to try and e-File my state return and again I get the same "needs update" at the point of transmitting my state e-File. I may have to call and request a refund of my state e-File fee and do it the old paper way. This is very frustrating.

Another Saturday (3/7/2020) and another attempt to e-File my Colorado state taxes. TT did download program updates from 3/6/2020 and had to restart. I was hopeful but turns out am still stuck in the exact same "there is an update available" loop while Online->Check for updates says I'm fully up-to-date. The installed updates shows Colorado state is still 1/2/2020 "automated patch pushing".
