You can avoid the fee for State e-filing by filing your State return by mail.

If you file your State return by mail, there is no e-filing fee. It takes longer for the State to process mail-in returns, but the refunds are often smaller.

There are only two options to file by turbo tax, e-file or file later.  How can one print the State returns to file by mail with appropriate documentation

Typically, with the CD version of the program one pays a separate price for the state module. Then they have to pay a fee to e-file that state return. In your case, you did not have to pay an additional price to download and install the state module because it was included. But you still have to pay if you want to e-file that state return. However, there is no additional charge if you elect to print, sign and mail that state return.
