Online TurboTax and desktop TurboTax (CD/download) are 2 different products with different capabilities, different pricing structures, etc. The main benefits of the desktop software is that it can prepare multiple Federal returns (while Online is only for 1 Federal return), and the desktop version has Forms Mode (which Online doesn't.) If you have a state return, that adds another layer of difference. In desktop Home and Business the state software (for 1 state) is included, while in Online TurboTax there is an extra fee to prepare a state return.
Desktop software has never been included with purchase of Online TurboTax (web version). It sounds like you been using desktop software in the past, but for your 2019 return decided to use Online TurboTax.
This is a user community forum, and I and other forum helpers this time of year don't work for TurboTax Support. You're welcome to talk to Customer Support, plead your best case, and see if you can convince them to provide you the 2019 software as a one-time courtesy. Emphasize that you had been using desktop software each year for years and that you didn't understand that it was not included. I don't know what they will do, but it can't hurt to try.

Can "what" be downloaded? Are you wanting to download a copy of your 2019 return that you filed in Online TurboTax? Or are you asking if you can download 2019 Home and Business desktop software (equivalent of online Self-Employed Edition)? If the latter, why?
What is it you are needing to do at this point in time in regards to 2019? Did you file the 2019 return, or did you never file it, and now want to finish and file it? If you need to finish a 2019 return you started online and have already paid for, TurboTax should furnish you the software so you can finish it. If you need to amend a 2019 return you filed, we can tell you how to go about that.

Thank you for the info. At this point it will be easier to download & print all of the 2019 1040 form documents and instructions directly from the irs.gov web site. Have a nice day 🙂
If you have been using the Desktop program in prior years didn't you notice you were using the Online version for 2019? Online would have been different than what you were used to. Like for starters you didn't download or install the program on your computer. And you didn't pay the fees until you were done and ready to file.
Were you able to transfer 2018 from your computer into the online version? Did you save your files to your computer after you filed? You might need to.
If you used the Online version you should always save both the PDF file and the tax data file each year (before online closes Oct. 15) so you have a copy when you need it or if you ever need to amend it in the future. You shouldn't rely on getting a copy from Turbo Tax. Or if you want to use the Desktop program next year so you can transfer from this year.
