I filed my tax return with my W2 but was rejected because a tax preparer also filed a duplicate using only my stub. Can this be fixed

No. You cannot file twice. If your return was already filed by a tax preparer then why did you try to file again anyway? The IRS will not accept two tax returns for the same Social Security number. You will have to wait for the IRS to process the return that was filed by the preparer.
You can only file one tax return for the year. If a tax preparer filed an incorrect tax return for you, you must wait until the IRS fully processes that tax return and pays any claimed refund. Then, you will need to file an amended tax return that corrects any missing information. You may be entitled to an additional refund, or you may have to pay back some of your original refund. Your tax preparer should file the amended tax return for you for no additional cost, because it sounds like it was their mistake to file in the first place.
If any tax pro filed a return using only your pay stub you have the basis of a law suit. By law all tax pros must have a W-2 in hand ... so talk to that tax pro to find out what actually happened.
