NY does permit mailed returns if the tax software for whatever reason does not support NY e-file - that is right on the NY tax website. NY want e-file but there are many situations that e-file cannot be done.
I had printed my return but hadn't yet clicked Done. I went back to the beginning and clicked Add a State. That gave me the option to review my NY State return. That's when I removed all the zeros. When I got through all the screens again, TurboTax reviewed my returns again, and gave me the option to e-file my NY State return. That's how I did it.

Exactly which fields did you replace zeroes with blanks? I don't imagine you went through every single NY credit and tax situation. And my guess is that not all zeroes are blocking e-filing, it may be one specific form or worksheet, which may make it hard to track down. Can you narrow it down at all?
I went though every screen and took out every zero I had put in, and replaced it with a blank. I didn't know which zero was causing the issue, so I replaced them all. It was time consuming and tedious, but worth it.
I could e-file after removing every zero, so I corrected the problem.
A very kind and determined TTax Expert went through all my W-2's with me and once the BOX 14 was changed from "OTHER" to any other category, the State TAX Return was accepted electronically. Apparently "OTHER" is not an acceptable category choice for the State Return. I hope this helps someone. Check each of your W-2's on the Federal Return to fix this.

I am also having the same problem. I efiled my fed which was accepted, but I am unable to efile my NYS via TT. I called NYS and they told me as my return was done online using TT it has to be efiled, they NOT accept it mailed in.

Yes yes check Box 14! That is the problem!
No clue what's going on. I have never had an issue with e filing until now. Got an email from turbo tax saying the following: NY_ Itemized - We've identified a potential issue in your New York return due to an error in our software.
So I logged back in to go over things and it says everything is fine, but when I go to resubmit e-file I get the follow:

TurboTax Online:
Click Tax Tools in the menu to the left.
Click Tools, and then
Click Share my file with Agent.
A pop-up message will appear. Click OK to send the sanitized diagnostic copy to us.
Provide the token number that is generated onto this thread.
TurboTax Desktop:
Select Online menu if the customer is using Windows. Select “Help” if using a Mac.
Select Send Tax File to Agent.
A pop-up message will appear, and the customer will select, Send. If using Mac "Send Tax File to TurboTax Agent"

Well both my federal and MA state tax returns went through just fine without issue. So not sure how removing NY state return will do anything as the issue is with filing NY state tax. According to the NY state website we should be able to e-file currently. Are you saying to delete my NY state return and then redo it? Is that possible even though I already paid to file and both my MA state and federal return have gone through? Will I be charged again when I go to retry to e-file my NY state return?
This was my problem, if I hadn’t seen this post I never would have figured it out as all support people had no clue and told me it was IT-2. It is NOT IT-2 it’s the transfer of box 14 description onto the IT-2 that is the problem!! All I had to do was pick different catergories and efile became an option. Check your Box 14’s on W2’s and don’t listen to TurboTax support they had no clue!

I just worked through this issue in detail on my NY state return. It turns out that in Box 14, if you are a state employee that participates in the retirement plan, you'll see 414H or something similar on your W2. In the drop-down menu in Turbo Tax there are 2 options for 414H, one for 414(h) taxable and one for 414(h) tax exempt. The problem appears to be that Turbo Tax is coded to parse the value you type into box 14 and try to select the correct value. So, if you just type 414H in the box, it doesn't matter what you pick from the drop-down, the software will override your selection and make it the 414(h) Tax Exempt and that is why it can't be e-filed. However, most people with 414(h) contributions are taxable (see https://tax.custhelp.com/app/answers/detail/a_id/603/~/are-public-employee-414%28h%29-contributions-...). In order to get Turbo Tax to not override your entry, you need to enter 414HNOT in the Box 14 and then choose the 414(h) Taxable from the drop-down. It should then allow you to efile.

I had no issues last year with e-filing my NY state return, so I have no idea why it's a problem this year.
Nevertheless, Turbotax should really provide this explanation up front for the inability to e-file, instead of cryptically blaming it on our own personal tax situations.
