Sorry, but I don't have any further suggestion. Perhaps it would provide the discount when you actually went through the payment screens in the FILE section, but I don't have any way to know that or test it. However, it "should" allow you to review your order before choosing a payment method. Or was it an Order Review where you originally saw that it was going to charge you $70 instead of $55, so you asked the question here?
I would think, however, that the discount, if it's going to be applied, should show up in both MY FEES and the Order Review, so I'm not sure why it isn't for you. If someone pays without the discount, TurboTax will not normally refund it. So it's important to get it worked out before paying. AND you need to get it resolved as soon as possible, since the price increase may be coming as early as Monday, March 1.

Usually a partner discount says "up to $20" which depends on the product edition. So Premier through Fidelity may be a $15 discount. Yes, it should be in addition to the early season discount.
When working on your return, have you been accessing TurboTax through the special discount portal linked from the Fidelity website? That's how it knows to apply the discount.
Check your fees this way:
Log in through the Fidelity discount portal link, open your return, and in the left menu column, click on TAX TOOLS, then TOOLS. In the Tools window, choose MY FEES.
What is displayed there?
By the way, prices increase "in March" if not locked in by paying before then. i.e., at that time, the early season discount goes away. I don't know the definite date, but it could be as early as March 1. I think it was March 1 last year.
It shows 70. The login page through affiliate link shows 55.
It may be keeping a cookie from regular Online TurboTax if you ever logged in outside of the discount portal.
Try this.
Log out of all Intuit accounts including this forum.
Empty your browser Internet cache and delete your Intuit-related cookies.
Close the browser and reopen it.
This time open a private window (private browsing aka incognito mode).
Go to the discount portal for Fidelity and log in there. (do NOT log in at regular Online TurboTax)
Once logged in through the portal, open your return, and look up the fees in the Tax Tools again.
If it still doesn't reflect the discount, we can tell you how to phone TurboTax Support.

Did they have you do something, or did they do something on their end?
They did, couldn't figure out what was going on so they just gave me a service code.
