Taxpayers use Schedule A (Form 1040 or 1040-SR) to figure their itemized deductions.

If you didn't itemize your deduction in 2019 then you won’t have a schedule A.

Schedule 1 is used to report additional income that aren't included on form 1040, such as capital gains, alimony, unemployment payments, and gambling winnings. Schedule 1 also includes some common adjustments to income, like the student loan interest deduction and deductions for educator expenses.

Schedule A and Schedule 1 are not the same thing.

The question is really asking how much you deducted in 2019 for state and local taxes.  You apparently did not itemize deductions in 2019, so this would be zero.

Deductions for 2019 were itemized however Sched 1 was used instead of Sched A. TurboTax is looking to determine if my state refund was taxable. It is looking at line 5 (a or b) of the federal Sched A is checked and wants the total of state and local taxes paid. I don't have Sched A. Sched 1 was used instead. Where can I get the 5a or 5b and state and local taxes paid from Sched 1?

Those numbers would not be on schedule 1. Your state taxes would normally be the tax withheld from your pay (lines 17 plus line 19 on your W-2 form) and your property taxes paid on your residence or residences if you had more than one house.
