Actually Michele the best way would be for Intuit to fix these issues instead of lying about it. When I called that useless support line they wanted me to pay them to fix an issue Intuit caused. I’ll be using Tax Act next year
That was May 2020. Now Mar 2021 and activation issue still persists!
I'm still having the problem. I been using the program almost for a month and today March 7th 2021 I experienced the same problem and I had to put the license code again in the same computer. :( . It does not give me any ERROR since the program send me directly to the program Activation. It is like if you were installing the program for the first time.
If you did an update, it could have asked you to re-enter the activation code.

@CarissaM Why would a user have to use another activation code? That makes no sense. Users pay to be able to activate on 5 computers. Users can only use the codes 5 times. If users have to use two (or more) activation codes on a single computer just because TT releases an update to the software, then users cannot activate on 5 computers.
@Hiram413 Did you possibly connect any USB device to your computer since the last time you used TT? I have found that thumb drives, mp3 players, even an empty card reader, when connected to a USB port, will cause TT to ask to be activated. I know not to enter the activation code again, and instead remove the offending USB device.
TT really needs to fix this. This was an issue with TT 2019 and continues to be an issue with TT 2020.
I do not think they have a 'solution'. Installer was changed in terms of authentication and I am using same PC as year ago - last year installed TT deluxe 2019 without issues, this time TT 2020 after entering license cannot authenticate response (log says error in ssl/tls ... oauth etc). i spent hour with support on the phone, asking to turn off antivirus (no way), firewall, reboot, etc - does not work. they sent me new installer tailor for my state - with license - exactly the same error. so my 'solution' was find another PC in different network - from there with the same antivirus their new installer worked from the first time.
another thing is - they tried to do remote desktop and sent me their app - which cannot be installed - rdc installer flashes and dies...
so - call them, try options, if does not work (likely), try their fresh tailored for you installer, possibly in another PC/network
I was locked out by Error Code 603 also. I tried every fix I could find in TT Help and from the community, but nothing worked. I finally called. The first tech support's response was basically, "Sorry, dude. The system shows that it's been activated five times. Once it's been installed five time, there's nothing else that can be done. You have to purchase another copy." I firmly requested an escalation to a supervisor. After about 30 minutes, one came on the line, understood my problem immediately, sent me a new activation code, and stayed with me while I checked to make sure it worked.
The moral - don't let the first line of defense intimidate you. There really are people there that know what they are doing and want to help the users. They understand that that is what will keep us returning from year to year.
I turned on my USB-connected Canon printer to print out a Quicken Tax Summary and TT started asking me for an activation code. I've been using TT all day doing different returns and jumping between different returns; I'll bet I've opened and closed TT thirty times today alone, with no problems.
Turned the printer off and got in again with no problems.......

After 1 1/2 hours of internet searches, modem reboots, and various other attempts, my problem accessing my TurboTax account without reentering my activation code was unbelievably fixed by removing a USB drive I had inserted earlier this morning! Thanks to @Hiram413 for making the suggestion that I never would have considered. I'm shocked TT publishes such widely used software with such a major glitch, but very thankful for those on this forum willing to share their ideas and experiences.

TT appears to be using the age-old method of hardware footprint in determining how many computers you load the software on (a method Microsoft quit using decades ago). When you first install the software, TT takes a 'picture' of your connected hardware. Any deviation from that setup, TT assumes it is a different computer. If, after successfully getting in and working in TT you suddenly start being asked for the activation code again, look at your hardware!!! What printers or thumb drives or external hard drives, etc.; ANY USB DEVICES; were plugged in / turned on / not plugged in, etc. when you loaded the TT software the first time. Get your pc back to that original configuration and you should have no trouble getting back into the software.
WHY TT TECH SUPPORT DOESN'T STILL OFFICIALLY MENTION THIS FIX WHEN SO MANY OF US HAVE DISCOVERED IT (see other threads along this same subject line) IS BEYOND ME! IT IS SO SIMPLE, YET FOLKS LIKE @EbonyA , SUPPOSED EXPERTS, STILL DIRECT PEOPLE TO THE COMPLICATED, AND MOST LIKELY WRONG, SOLUTION VIA THAT LINK.

Before installing TurboTax on a PC, it's best to close any open programs, including firewall and virus-protection programs (but don't forget to turn them back on after installation is complete). I had to bump up to a supervisor to solve the problem. If the tech rep puts you on hold it means he/she doesn't know how to solve the issue. The supervisor gave me a new activation code - problem solved!
In past years loaded and activated 2016, 2017, 2018, 2019 TurboTax on my laptop. Laptop had a problem, sent for repairs. After repairs, all the years work fine. But 2019 TT claims it wants to be re-activated again. When I use the original activation code from the Box, it says all activations have been used up Error 603.
Seems like a common problem.
TurboTax software developers rely on HardDisk data, or Motherboard, Ethernet, Wifi etc. identifiers. Like uuid, Serial number etc. It calls for a complete re-activation if any of your Card or Hard disk changes.
Now Intuit knows this as a problem. But doesn't train its Support staff. They kept trying to blame me as a thief, and insisted on paying all over again. I had raise up the ante and demand a Specialist. Even then, it is not easy to get Intuit to fix this.
In case of successful activation, TT can store this somewhere. In future if TT attempts to reactivate because some hardware component changed, then it can compare with previous activation on same computer.
It can even prompt the Customer to inquire what changed, and automatically open a support case and resolve.
But this requires treating fully paying Customers with respect. Not with disdain, and not treating them as potential thieves.
