It's unlikely that this is a TurboTax error. The reason is that If TT software were double-counting peoples' withheld taxes, there would literally be many thousands of TT users experiencing the same problem (which there aren't).
It seems more likely that you inadvertently double-entered the withheld taxes, which is an error anyone can make.
I suggest you carefully review your original return. If you find that the IRS calculations are in error, you can file an amended return at no penalty.

File an amendment, contact the tax preparation company and have them fix the error
From my research it has happened to LOTS of people & the reason I even went looking is because it happened to me. I’ve been filing my own taxes for as long as I can remember this is just the first time I’ve had to enter unemployment wages but I know for certain I didn’t add my 1099g twice nor did I double the withholding amounts myself. The funny thing is every service rep say something very close to what you just did like to fathom the thought that a kink in software is preposterous and automatically TurboTax assumes no liability or fault because surely the HUNDREDS of people who are complaining about this very same exact issue are the ones to blame. I’m a single mom of two kids and because of this fumble I have YET to receive my refund, I can’t even receive the child tax credit payments because my return is still in review over this problem and I’m stuck in limbo because the IRS has made it clear to wait until returns are processed to amend..oh but you can bet TurboTax took their $130 from my account without the blink of an eye.
