The software "attaches" it electronically.  You do not mail anything if you e-file,

If I E-file how do I attach my W2, 1099 and 1099INT to the transmission to the IRS?

When you E-file you enter the information from your W2, 1099 and 1099INT into turbotax. The data is transmitted to the IRS. There is no need to physically attach the form. You should maintain them for your records along with a printed copy of your return(s).
