I typically get a tax refund. I sold a lot of stock last year that created a large amount of taxes owed in 2019. Can I avoid paying quarterly payments in 2020?

I do not expect to have significant stock sales in 2020.

Yes, if the only reason TurboTax generated 2020 estimated tax payments is because of the income from a 2019 stock sale (that will not be repeated in 2020), you don't have to make the 2020 estimated tax payments.  Or, you can make them for a lesser amount.  The goal is to "pay your taxes as income is earned" and as long as you do that, you are in compliance.
