Why do you think you need to file a tax return from 14 years ago? The IRS is not looking for you to file a return from that tax year unless you have received an IRS notice in the mail.

You can't do a prior year return online or efile it, but you can buy the download desktop versions for the last 3 years from Turbo Tax here....

Or you can check for Turbo Tax for all years on Ebay or Amazon, etc.
Either way you will have to print and mail in your return. And if you are doing more than 1 year, send each year in a separate envelope. Sometimes the IRS will just staple all the sheets together and miss a second return. Be sure to attach copies of your W2s and any 1099s that have withholding on them. Don't forget state. You have to mail federal and state in separate envelopes because they go to different places. Get a tracking number from the post office when you mail them for proof of filing.
Or if you have a simple return you can get the blank forms from the IRS and fill them in by hand for free. I have a list of some of the basic ones I can post a direct link to.

2006? Is that a typo? Do you mean 2016?
You can use TurboTax for tax years from 2017 to the current tax year that everyone is working on--2020. Only 2020 can be prepared using the online program. Other earlier years can only be prepared using a downloaded software program or paper forms.
The current online program can only be used for a 2020 return--no other year. And if you did not file a 2019 return you will have trouble e-filing 2020. When it asks for your 2019 AGI try using zero. If zero does not work then you have to print, sign and mail 2020.
Software is no longer available for 2016 or earlier, nor is it supported even if you can find it on eBay, etc.
Refunds for tax years 2016 or earlier have been forfeited and will not be paid to you even if shown on the tax return form. But if you owe tax due, you will still have to pay, and you will be billed later for the interest and penalties owed.
Online preparation and e-filing for 2017, 2018 and 2019 is permanently closed.
To file a return for a prior tax year
If you need to prepare a return for 2017, 2018, or 2019 you can purchase and download desktop software to do it, then print, sign, and mail the return(s)

You may also want to explore purchasing the software from various retailers such as Amazon, Costco, Best Buy, Walmart, Sam’s, etc.
Remember to prepare your state return as well—if you live in a state that has a state income tax.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
Note: The desktop software you need to prepare the prior year return must be installed/downloaded to a full PC or Mac. It cannot be used on a mobile device.
If you are getting a refund, there is not a penalty for filing past the deadline. If you owe taxes, the interest/penalties will be calculated by the IRS based on how much you owe and when they receive your return and payment. The IRS will bill you for this; it will not be calculated by TurboTax.

You definitely need professional tax help if you have the idea that you can file tax returns from 2006 onward and apply the "refunds" to tax you now owe......
Refunds earlier than 2017 have been forfeited. Good luck.
If you think you have a refund due for 2017, start with that year, it will reduce your balance owed on your account with the IRS.
After tax day April 15th, your refund on that year will also expire.
