If you select the Transmit Returns Now button, and it doesn't seem to be working, the most likely source of the problem is “cookies,” little pieces of code that are sent to your browser so we can personalize your experience.
What you should be seeing is a "captcha," screen, which helps prevent fraud by asking you to identify pictures before you can proceed.
If this does not work, you may need to Print and Mail your return. Instructions on where to mail your return will be printed out when you print your return
If you keep getting prompted to INSTALL AN UPDATE, here's the FIX via the TurboTax support person: I have the CD Deluxe version, so clearing cookies is not applicable. He first had me check my windows 10 for updates - which I had some pending, so I completed those. Then he had me check my McAfee antivirus for updates - which I also had one pending, so I completed that. He then sent a link to my email address for a MANUAL update of TurboTax. This takes a few minutes to install and prompts you through it. Don't run the TurboTax program till it is complete. Once it was done I started TurboTax and answered YES to install updates. I went to the final Transmit prompt and BOOM!, it worked perfectly! All done! I'm not sure which of the solutions actually did the trick or if all these steps were needed. Try your Windows and antivirus updates first and if that doesn't work call for the MANUAL update link to be emailed to you. Click 'Help Center' in the upper right corner to get their phone number. Get a case # for faster response. If they're backed up they are nice enough to call you back with the callback number you leave. Good luck! Oh, by the way I tried uninstalling and re-installing the CD before all this but that didn't help. If you try a reinstall, back up your data to a different directory if you know how. I had to copy the 'cai' form (california) back over from the backup cuz it was expecting me to pay $39.99 for it. Also, if you reinstall the CD without erasing it first there is an option to 'repair' a previous install. I never tried that, but it could work. Don't worry, you can reinstall or uninstall the program without losing your data. It is stored in a different area (under Users). Also, another support person told me that this was an error message that occurred when the TurboTax servers were 'overloaded'. He had me turn off the Firewall to fix the problem, but that didn't do anything at all. I think he didn't know what he was talking about. Hmm. Other suggestions about closing the program or Rebooting didn't work either. Anyway, good luck. Hope this helps!

What if Transmit Returns doesn't work
I too couldn't transmit my return due to the bogus update error message. I tried:
- re-installing the software (basic version) to no avail.
- downloading the manual update patch.
**only patch worked for me.
Since my return has been rejected 3 times, I will send in by mail

I haved loaded and worked out on Windows 7 and can't submit. I do have Windows 10 on my laptop. Can I transfer this File to my laptop. What if I put it on a flashdrive??

This is pretty unbelievable....TurboTax 2019 is beyond buggy and I don't know how a BLOCKING bug like not being able to submit your State refund got released into the wild.
Now impact CA state tax refund - I see the CA State forms were updated today...no chance I'm uninstalling/reinstalling - I don't believe that's going to fix it
I'm stuck in a loop, click transmit and it circles back to the verifications. I have deleted cookies, done a system clean up ... opened and closed multiple times. Waited hours between and still nothing works.
