Having trouble filing my state taxes, why does ot say i have an overpayment for the same amt as my state refund

in years past we had to pay and those payments were mailed to the irs

An overpayment is your Refund. If you want you can have them keep it as an estimated payment for next year. Or say no to get it all now.
