I filed for 2022 and my e-file was rejected, but the Fed IRS still took the CC payment out. Now I'm trying to do the e-file again and its asking for tax payment again. How should I do the re e-file so as not to get charged again?

Easy fix ... in the file tab step 2 ... if the IRS has already been paid then choose the Mail in a check option then simply don't mail in the duplicate payment .
FYI ... if you entered the CC debit info in the TT system and the IRS rejects the return the CC payment info was never sent to the IRS so the payment was never made so check your CC ... is there an actual charge or just a temp charge that will drop off in a couple of days? If you need to make a payment after filing then make it online at www.IRS.gov/pay
You can say you will mail a check, then don't. But make sure the charge came though on your credit card. If the IRS rejected your return they didn't get your payment info either.

I had read that also about not the rejection and the tax payment not going through, but I definitely have a CC charge for my taxes even though the e-file was rejected
Make Sure the CCD transaction was actually for the taxes due...and NOT for the TurboTax software fees (Online is significant $, Desktop might be for state e-filing only).
Any TTX software fees are an entirely separate charge and are charged whether or not the actual tax e-file is accepted, or Rejected.
