The answer that worked for me is earlier in the thread. Make sure that you only have USB devices plugged in that were connected to your computer that were there when you originally activated it. I didn't know this the first time that this happened to me so I called TurboTax support and they gave me a new activation code. The next time that I saw the solution from this thread It has worked every time since then.
The next time the program wants to update just tell it no. It should be unnecessary this many years later.
Now if I could just edit the typos in my previous post.

what can i do to resolve this issue.
@galan19632 What is the issue you need to resolve? We cannot see your screen or your tax return. There are multiple posts in this thread from several people. We cannot tell what issue you are having. Please explain.
@galan19632 First, you should read all the way through the thread, and several more like it. Then, if still stuck, search for answers for your particular problem. Lastly, be more specific in what you are doing and what TTax is not doing according to your expectations.....
Good Luck

This is total BS. It's happening with Turbotax 2023. I can't recall any USB drives when I originally installed it. This bug is years long.
this is why I am running TT in a stable Virtual Machine now, I got tired of keeping track of connected disks and yanking cables...
I think they changed the scheme in 2024, towards license tracking
Thanks for the tip! I've been trying to get the 2022 version to work for the past few hours. Right clicking on the desktop icon and run as administrator worked.

You're welcome! I'm glad it worked for you. My comment was from a couple of years ago, so I'm glad it's still useful. Good luck!
